The Driving Instructor Industry Is Changing
Recent figures shared at industry events by DVSA officials highlight how quickly the driving instructor landscape is evolving.
As of 2025 there were 44,052 ADIs on the UK register.
For many years the industry typically operated with around 40,000 instructors.
However, applications to become a driving instructor have increased significantly.
Current figures suggest that around 1,000 PDIs are entering the system every month, meaning thousands of new instructors are currently working their way through the qualification process.
Even allowing for the Part 3 pass rate, many industry observers now believe the register could realistically move towards 50,000 to 60,000 instructors within the next year or so.
What does that mean in practical terms?

- more choice for learners and parents
- faster comparisons between instructors
- greater pressure on enquiries and bookings
This is not something to panic about.
But it does mean that the instructors who modernise their business earlier will naturally have an advantage.
